Digital and AI Vice Presidency:
Digital technologies offer a unique opportunity to transform development through digital solutions. The Digital and AI Vice Presidency and its global and regional teams will support client countries in building the foundational and cross-cutting elements of digital transformation through:
• Building digital infrastructure and data platforms (including AI, cloud computing and digital public infrastructure)
• Protecting institutions, businesses, and citizens through cybersecurity and data protection & privacy
• Developing ICT sectors and supporting digital entrepreneurship, skills, and jobs
• Implementing and digitalizing digital government services that improve accountability and transparency
• Supporting the Vice presidencies of People, Prosperity, Planet, and Infrastructure in the digitalization efforts of their clients, and in leveraging digital solutions, including building client sectoral digital capacity, defining sectoral specific AI strategies, and designing sectoral AI solutions
• Coordinating the operationalization of the WBG Digital Strategy as well as cross-GP efforts of achieving the new Corporate Scorecard digital indicators.

The DAWD Unit is looking for a Digital Specialist under an Extended Term Consultant (ETC) contract to be based in Conakry, Guinea. French is essential for this position. The ETC will report to the DAWDU Practice Manager, and will be under the guidance of the TTL for Guinea.
Duties and responsibilities:
The Digital Specialist (ETC) will be responsible for:
• Contributing to the preparation, implementation and supervision of WBG financed digital transformation projects in Guinea, acting as a primary focal point to coordinate the clients and stakeholders on the ground, and coordinating related data collection and compilation activities.
• Providing technical expertise and advice across key project areas - including submarine cable and broadband infrastructure, digital government and service delivery, digital public infrastructure (DPI), digital skills and innovation, cyber resilience, and data governance – while integrating WBG corporate priorities such as more and better jobs, climate change, gender and citizen engagement.
• Advising clients on strategies, best practices, policy and regulatory reforms and program design to develop the foundations of their digital economy and AI readiness, promote regional integration, and enhance private sector development and innovation, in line with the African Union’s target for people, businesses and governments to be digitally enabled by 2030.
• Supporting the management and implementation of Trust Funds (TFs) grants related to digital transformation and AI in Guinea, including coordination of activities, monitoring of deliverables, and ensuring alignment with WBG operational and fiduciary requirements.
• Contributing to the drafting, and finalization of analytical products, implementation supervision documents (e.g., aide-memoires, ISRs, MTR), and other ad-hoc operational documents in close interaction with World Bank teams, key government stakeholders and Project Implementation Unit.
• Collaborating with other sector colleagues in WBG, as well as with the Country Office team in Conakry, in cross-cutting solutions and use cases that technologies can leverage the impact. Key sectors include agriculture, health, education, social policy, energy, financial services, transport, climate change, disaster management, etc.
• Contributing to WBG Corporate Scorecard digital indicators and related cross-GP reporting.
• Contributing to the development of practical approaches to solving difficult policy and operational issues for selected activities.
• Contributing to policy dialogue with officials of the client country, regional institutions, private sector/industry, and development partners, and supporting the representation of the Unit and the Bank at digital transformation fora, including assisting in the preparation of related materials, as well as liaising in the above areas with key external partners.
Selection Criteria
• Graduate degree in public administration, law, engineering, economics, or related fields; or combination of experience and education.
• Excellent conceptual and analytical skills, including ability to think strategically and innovatively about the role of digital technologies for socio-economic development and for transformation in other sectors of the economy.
• Strong technical and project management skills as evidenced in a proven track record in supporting the delivery of project operations and project implementation and supervision within the Bank or similar type of projects/products for other entities; knowledge and experience in World Bank Group Policy and Procedure Framework (PPF) is not mandatory but would be a plus.
• Firm understanding of, at least, one of the following digital technologies such as broadband connectivity, telecom/digital regulations and legislations, digital government and services, cloud computing/data storage, cybersecurity, digital skills, digital transformation of society, and digitally enabled business model trends for socio-economic development in the African context (especially Western Africa) and enthusiasm to stay abreast of new innovations.
• Good understanding of the development challenges and the digital development landscape in Guinea.
• Excellent understanding of government functioning in Guinea (structure, hierarchy and business protocols), and ability to build effective working relations with the government and colleagues.
• Strong client engagement skills, taking responsibility and accountability for timely response to client queries, requests or needs, working to remove obstacles that may impede execution or project success.
• Excellent written and verbal communication skills in French and English as demonstrated in a proven track record of effectively delivering technical information in a clear, easily understandable and effective manner.
• Excellent presentation skills, using charts, graphs and other data presentation techniques appropriately to communicate data, technical information, or complex concepts to non-specialists.
• Strong drive for results, taking personal ownership and accountability to meet deadlines and achieve agreed-upon results.
• Strong business judgment and analytical decision making, analyzing facts and data to support sound and logical business decisions.
• Proven ability to function effectively as a team member of multi-disciplinary teams and resolve conflicts constructively.
• Prior work experience in Western Africa (especially in a fragile/transition context), and good knowledge of other sector issues in the region is an asset.
• Willingness and ability to travel within Guinea and other countries in the region.
